City street and lot exemptions
In City-owned on-street paid areas, a displayed valid SPARC permit removes payment for the posted time limit. The City says those on-street zones are two-hour zones. A permit holder can use any available non-reserved City space, not only a designated accessible stall.
City-owned off-street lots and parkades provide a four-hour payment exemption. Look for signs identifying City ownership. Private facilities require payment under their own rules, even when an accessible space is available.

Apply and renew the permit
A qualified BC medical practitioner completes the medical section and identifies temporary or permanent disability. Obtain an application through Nanaimo Disability Resource Centre, a medical office or its linked form. Submit the completed application and fee to NDRC in person or by mail.
A permit expires on the last day of its stated month and year. The source does not give a current fee, so this guide does not invent one. Check NDRC for renewal and payment requirements.

Use belongs to the person
Each person gets one permit even if they own several vehicles. It can be used in any vehicle while the holder is travelling in it. Another person cannot borrow the privilege when the holder is absent.
Display the current permit clearly and follow space reservations and time limits. The City page’s general FAQ repeats posted-time wording, while its opening section explicitly gives the four-hour off-street exemption; confirm the exact site sign if time conditions appear different.
